Welcome to all the newly promoted Group A officers from central Excise (Group B). This forum shall be used to interact and delibrat mainly on the subject matter of having correct Recruitment Rules (RRs). Let it be known to all of us that our cadre stagnation, loss or Seniority, loss in Promotion etc. are directly related to the faulty RRs. The Government has given us an opportunity by placing draft RRs on CBEC website on 08/12/2014. Our all 3 All India Associations [Inspr,Supdt,Promotee Gr A] have submitted their resentment along with suggestions to the Government. However each one of us must know what factors are involved in RRs and how those are affecting our carrier progration in service. The CBEC is obliged to follow the guidelines issued by Nodal Ministry i.e DOPT under HBRR. The HBRR means Hand Book On Recruitment Rules. This HBRR is available on DOPM website - home page - bottom lefthand corner - "Publications". All are kindly requested to reffer this HBRR to know how the central excise officers are being made to stagnate by our administrative department i.e CBEC. Please answer following questions
1) What is known as "Qualifying Service"?
2) What should be the frequency for revising RRs?
3) How" percentage-quota" is to be determined in case of multiple feeder cadr es?
4) What is remedy if excess promotions are given to one of the feeder cadre, by conducting invalid DPCs?
